EN71 gets talked about as if it were one certificate a toy either has or doesn’t. In reality it’s a family of 14 separate parts — mechanical safety, flammability, chemical migration, chemistry sets, finger paints, playground equipment, trampolines, and more — most of which have nothing to do with a plush toy. The useful question for a buyer isn’t “is this EN71 compliant” as a blanket claim, it’s which of the 14 parts actually apply to a stuffed toy, what each one specifically tests, and whether an EN71 report covers a US-bound shipment too (it doesn’t).

This guide walks through the three parts that matter for almost every plush toy — EN71-1, EN71-2, and EN71-3 — with the real numeric limits behind each one, plus the certification process, cost, and paperwork pitfalls from our own production floor. Before requesting a test or reviewing a report, run these three checks in order — this mirrors how EU toy compliance is actually built, part by part.

1. Scope Check. Of EN71’s 14 parts, which ones actually apply to a plush or stuffed toy — not a chemistry set, finger paint, or playground swing?

2. Limit Check. For each applicable part, what does it actually test, and what are the real numeric pass/fail limits — not just “restricts hazardous substances” in the abstract?

3. Market Check. Does an EN71 report cover a US-bound shipment of the same product, or does the US market require a separate certification path entirely?

Treating “EN71 compliant” as a single yes/no answer is how buyers end up assuming one report covers every market their product ships to — which, for the EU and the US specifically, it does not.

What EN71 Actually Covers (and the “Foundational Three” for Plush)

EN71 is the EU’s toy safety standard family, published in support of the EU Toy Safety Directive. It’s split into 14 parts, each governing a different hazard category or toy type:

  • EN71-1 — Mechanical and physical properties
  • EN71-2 — Flammability
  • EN71-3 — Migration of certain elements
  • EN71-4 — Chemistry experimental sets and related activities
  • EN71-5 — Chemical toys (other than experimental sets)
  • EN71-7 — Finger paints
  • EN71-8 — Swings, slides, and similar activity toys for indoor/outdoor family domestic use
  • EN71-12 — N-Nitrosamines and N-nitrosatable substances
  • EN71-13 — Olfactory board games, cosmetic kits, and gustative games
  • EN71-14 — Trampolines for domestic use

Most of these parts are irrelevant to a standard plush toy — there’s no chemistry set, no finger paint, no trampoline involved. What we’ve come to call the “foundational three-piece set” (基础三件套) — EN71-1, EN71-2, and EN71-3 — is what almost every plush toy actually needs, since between them they cover the three hazard categories a soft, sewn, filled product genuinely presents: physical/mechanical hazards, fire hazards, and chemical migration hazards.

A plush toy with embedded sound or light electronics is the one common exception worth flagging early — those components may additionally need to comply with EN 62115 (the safety standard for electric toys), on top of the foundational three.

EN71 Part 1: Mechanical & Physical Properties

EN71-1 is built around simulating how a child actually handles a toy — biting, pulling, twisting — and checking whether the toy survives that handling without creating a hazard.

Small Parts

Testing simulates infant biting and pulling to check whether small attached components — most relevantly for plush, the eyes and nose — stay securely attached rather than detaching into a chokeable small part.

Sharp Edges & Points

Every accessible surface and component is checked for sharp edges or points that could cut or puncture.

Cord & String Length

Cords, strings, and similar attachments are subject to a specific length limit: cord/string length must not exceed 220mm, a limit written specifically to prevent strangulation risk.

Seam Strength

Sewn joints must hold under standardized tension and torque testing — after that testing, the filling must not leak out, and no parts may detach. This is the same underlying concern as ASTM F963’s stuffed-toy seam provisions in the US standard, tested under a different method.

Packaging

EN71-1 also covers packaging film thickness, relevant to any plush toy shipped in a plastic bag or wrap.

Flammability is, in our experience, the single most common failure point for plush toys specifically — more so than the mechanical or chemical tests — which makes understanding the actual pass/fail line worth doing carefully rather than assuming “low flammability” is enough.

The core numeric requirement: burn rate must be ≤30mm/s.

The real nuance that trips buyers up is what counts as a failure. A brief surface flash that self-extinguishes on its own is allowed and does not fail the test. What actually constitutes failure is sustained burning, rapid flame spread across the material, or burning drips that go on to ignite other materials. In other words, EN71-2 isn’t testing whether a plush toy can catch a spark at all — it’s testing whether, once it does, the fire behavior stays controlled and self-limiting rather than propagating.

This distinction matters for fabric and trim selection: a fabric that flashes briefly and self-extinguishes can still pass, while a fabric that sustains a flame or drips burning material fails regardless of how slowly it initially ignites.

EN71 Part 3: Migration of Certain Elements

EN71-3 simulates a child biting or mouthing the toy and tests whether harmful substances present in the toy’s materials migrate out in a form that could be absorbed by the body. It covers 19 heavy metals and elements in total, including lead, cadmium, mercury, and chromium among others.

Materials are tested across three categories, based on how the material is likely to be accessed:

  • Category I — dry, brittle, powder-like, or pliable toy materials
  • Category II — liquid or sticky toy materials
  • Category III — scraped-off toy materials

The official EN 71-3 standard sets specific migration limits (in mg/kg) for each element across these three categories. A selection of the limits for the most safety-critical elements, sourced directly from the published standard text:

The remaining elements covered by EN71-3 — aluminium, antimony, barium, boron, chromium III, cobalt, copper, manganese, nickel, selenium, strontium, tin, organic tin, and zinc — each carry their own category-specific limits in the full standard; a lab report will show the tested result against the applicable limit for each.

Paint coatings, prints, and stickers — especially vividly colored or dark portions — are the highest-risk zones for exceeding these limits, and are worth requesting as separately tested components rather than assuming a pass on the base fabric covers the decoration too.

EN71 vs. ASTM F963: Two Markets, Two Certificates

This is the fact that trips up more buyers than any individual test limit: the EU’s EN71 report and the US’s CPC (built on ASTM F963 testing) are two independent regulatory systems, and neither can substitute for the other. A product tested and reported against EN71 for the EU market has not thereby satisfied US requirements, and vice versa — a US ASTM F963 report and CPC do not grant EU market access. A product genuinely sold in both markets needs both testing pathways run separately, on samples that match what’s actually shipped to each market.

CE Marking Is a Self-Declaration, Not a Certificate

It’s also worth being precise about what CE marking actually represents. Affixing CE marking to a toy is the manufacturer’s own self-declaration that the product meets all applicable EU legal requirements — it is not, itself, an independent certification body’s approval. The EN71 test report is one piece of technical evidence supporting that declaration, not the declaration itself.

A complete EU compliance picture includes, beyond the EN71 report: the Declaration of Conformity (DoC), drafted and signed by the manufacturer; product traceability information; and multi-language warning labels appropriate to the markets the product will be sold in.

One More EU-Specific Requirement: REACH

EN71 isn’t the complete EU picture for every plush toy, either. Any PVC or soft-plastic component — a squeaker, a plastic accessory, soft eyes — falls under REACH’s separate phthalate restrictions, which sit alongside EN71 rather than inside it. A plush toy with soft-plastic components may need REACH phthalate testing in addition to the foundational three EN71 parts.

The Real Four-Step Certification Process

1. Choose an accredited lab. The lab should hold ISO 17025 or CNAS accreditation — without it, Amazon and customs authorities may reject the report outright. Submit product photos, the material list, packaging images, and instructions upfront.

2. Ship samples. Typically 2–5 complete finished units. Products with spray paint, prints, or stickers may need the main body and accessories tested separately, and different colors of the same toy need to be tested separately too, since dye can affect chemical migration results.

3. Lab testing. Turnaround is commonly 5–10 business days, with some labs quoting a tighter 5–7 business day cycle.

4. Receive the report, then affix CE marking. Once the EN71 report confirms a pass, CE marking can be affixed — the key step that actually enables legal entry into the EU market.

Cost & Report Validity

Real cost reference for a standard toy: ¥2,000–5,000 RMB, varying with material, number of colors, and test scope.

EN71 test reports carry no fixed expiration date, but they become invalid the moment materials, process, or suppliers change, or the underlying standard itself is updated — any of those triggers a retest requirement, regardless of how recently the original report was issued.

  • English product name, model, and intended age range
  • Detailed material list — fabric, filling, ink, glue
  • Photos of product labels showing CE marking and warning text

Pitfalls Worth Knowing

  • Sample-production mismatch is the single biggest pitfall we see. Submitting a flame-retardant-fabric sample for testing, then switching to regular fabric for mass production, is a real cautionary pattern — if caught by a platform spot-check, it results in delisting and inventory being held.
  • Source-level control reduces risk. Requesting EN71-3 compliance reports directly from fabric and filling suppliers at the purchasing stage lowers the chance of a finished-product test failure later.
  • Color-separate testing is not optional. Since heavy metal content can vary by dye/color, each color variant of a toy needs its own test.
  • A report isn’t the whole compliance file. Keep the DoC, traceability information, and multi-language warning labels together with the EN71 report — a lab report alone is an incomplete file for a customs or platform compliance review.
