The Under-3 Question — A Three-Step Self-Check
Before specifying eyes on your tech pack, run these three checks in order. The order matters: age grade determines whether safety eyes are even on the table before cost or attachment strength become relevant questions.
1. Age Grade Check. What age range is this SKU actually rated for? If any part of the intended market is under 3, this isn’t a preference question — it’s a small-parts compliance question, and it rules out hard eyes before you get to weigh their look or durability.
2. Attachment Verification Check. For whichever method clears the age-grade check, what actual pull-test or torque data verifies it’s secure — and what does your factory’s QC process actually check, beyond a name that implies safety?
3. Cost & Lead-Time Check. At your real order volume, what does each method actually cost and how long does it take — not the hobbyist-supply pricing that dominates search results for this topic.
Run all three in this order, and a lot of the “which is better” debate resolves itself before it starts — for a meaningful share of plush orders, the age grade alone answers the question.
Safety Eyes vs. Embroidered Eyes — Side-by-Side
Our own production guidance actually groups plush facial features into three methods, not two: embroidered features, accessory (hardware) features — plastic, glass, button, sequin, or PVC eyes, of which safety eyes are the most common children’s-product example — and printed features (heat transfer, screen print, printed labels, woven patches). This article focuses on the two most relevant to a compliance-driven decision, but printed features are worth knowing as a third, lower-cost option for purely decorative patterns or logos where neither dimensional eyes nor fine embroidery detail is the point.

Our own internal guidance to customers on choosing between these (and the third, printed, option) puts it simply:
Facial feature method decides expression, texture, safety, cost, and mass-production stability — not personal preference alone. For small, precision dolls, we favor embroidery or appliqué embroidery first, because it’s safer and more stable. If you want eyes with more “spirit” and shine, accessory eyes can be used, but attachment strength has to be controlled tightly. If you just need a decorative pattern or a lower-cost look, printed features can serve as a supplementary option. The core question isn’t which method is “best” — it’s which one fits your toy’s positioning, size, target age, and price band.
Age Grade Check
This is where most comparisons of these two methods go wrong by treating the choice as aesthetic. It isn’t, for a meaningful share of the market.
In the US, Section 106 of the Consumer Product Safety Improvement Act (CPSIA) made ASTM F963 a mandatory federal toy safety standard, codified at 16 CFR Part 1250. Underneath that, 16 CFR Part 1501 separately bans small parts in products intended for children under 3 — and a compliance-consultancy review of this rule explicitly lists stuffed animals and ragdolls by name as example products the ban covers. The test itself is mechanical and specific: a “small part” is anything that fits inside a defined test cylinder — 2.25 inches long and 1.25 inches wide — sized to approximate a small child’s expanded throat. ASTM F963 section 4.6 reinforces this for toys used by children under 3, requiring that no loose components release under testing.
A hard plastic or glass eye, even one with a well-designed locking washer, is exactly the kind of component this rule targets — the concern isn’t whether it’s attached securely today, it’s whether it can ever become a detached small part over the product’s life. That’s a fundamentally different question than “how strong is the attachment,” which is why age grade has to be resolved before attachment strength becomes the relevant question at all.
Our own experience bears this out directly. We had a client whose order was explicitly rated for the 0–3 age range and who initially wanted safety eyes on the design. To achieve full compliance, we recommended switching to embroidered eyes instead, and produced an embroidery sample specifically to show the client the visual difference — the result was close enough to the safety-eye look that the client accepted the switch. That’s a useful data point for any buyer worried that going compliant means giving up on how the character looks: for most designs, a well-executed embroidery sample closes that gap far more than people expect before they see one.
Attachment Verification Check
For any SKU that clears the age-grade check for safety eyes (generally 3+), “safety” still isn’t self-certifying — it has to be verified, and here’s what that verification actually involves.
Industry sources report pull-test and torque-test benchmarks along these lines: a tension (pull) test applying roughly 90 Newtons (about 20 lbs) for 10 seconds under EN71, or 15 lbs under ASTM, with parts required to show no detachment; and a torque test rotating the part 180 degrees or applying roughly 0.45 Nm. We want to be direct about sourcing here: we found these figures reported consistently by a toy-inspection service and echoed independently by a plush manufacturer’s own compliance page, but neither source cites the exact ASTM F963 or EN 71-1 clause number behind them, and the figures aren’t fully consistent with each other in how they’re rounded. Treat them as real, commonly used industry QC benchmarks rather than a direct quotation from the standards themselves, and confirm the specific clause and value your lab tests against before relying on any single number.
What almost no source discusses is the part of verification that actually matters most in a real production line: how a metal eye-backing washer interacts with metal detection. Here’s our own process, because this is a real sequencing problem, not a minor detail:
1. Before the washer is installed, the plush fabric shell and the stuffing are each passed through metal detection separately and completely, to confirm there are no broken needles or metal fragments already inside the fabric or fill.
2. Only after that passes is the metal eye washer sewn in and sealed.
3. Once the washer is sealed in, no further sewing operations happen on that unit — the entire point is to prevent a broken needle from ending up sealed inside the toy after the last point it could be caught by metal detection.
4. Needle control is tracked formally — every needle change and every needle breakage is logged, and any broken fragments must be fully recovered and accounted for before production continues.
5. Final inspection includes a handheld metal-detector wand pass specifically around the washer area, checking for any small metal fragments that could have settled near the eye attachment during sewing.
The reason this sequencing exists: a fully assembled plush toy with a metal eye washer already installed generally can’t be run through a standard metal-detection tunnel and checked as a whole — the washer itself sets off the detector. Splitting the process (detect first, attach the metal component last, no sewing afterward) is how you get a genuine metal-safety check on a product that’s going to contain a metal component by design. This is a real gap in the public discussion of safety eyes — sources that mention metal detection and sources that mention eye attachment testing rarely connect the two, and the interaction between them is exactly where a real defect could hide.
Cost & Lead-Time Check
This is the area where the public information available on this comparison is thinnest, and we want to be honest about that rather than filling the gap with invented numbers. The cost figures that circulate online for “safety eyes vs. embroidered eyes” are almost entirely hobbyist retail prices for small packs of craft-supply eyes — useful for someone making one plushie, not for a factory quoting a bulk OEM order, where the real cost drivers are different: component sourcing and per-unit attachment labor for safety eyes, versus embroidery digitizing (a one-time setup cost per design) and machine run time for embroidered eyes.
What we can say directly from our own experience: a well-executed embroidery sample can visually approximate a safety-eye look closely enough that the switch is often a smaller creative compromise than buyers expect going in — which is a more useful planning input than a rough cost multiplier, since the “will it still look right” concern is usually the bigger blocker to specifying embroidery than the cost difference itself. If your project has a specific volume and design in mind, that’s a conversation worth having directly with your factory during sampling rather than budgeting off a generic industry number, since neither attachment labor cost nor digitizing cost scales the same way across every design.
The one general pattern worth planning around: embroidery’s cost structure front-loads into a one-time digitizing setup, after which reorders don’t repeat that cost — closer to how a woven label’s setup cost works than to a per-unit hardware cost that scales linearly with every additional piece.
Splitting by Age-Grade Sub-Line
Two different resolutions are both legitimate, and which one fits depends on your product structure.
Full replacement is what our own client case above actually did: one SKU, rated 0–3, moved entirely from safety eyes to embroidered eyes once the age grade was confirmed. This is the simpler path when a character has a single target age range — resolve the age-grade check once, and the rest of the spec follows from it.
Splitting by sub-line is the path worth considering when the same character sells across age ranges — a flagship collectible line rated 3+ using safety eyes for the more expressive, dimensional look, and a separate infant/toddler-safe version of the same character using embroidered eyes for the under-3 market. This lets a brand serve both audiences without compromising either version’s design intent, at the cost of maintaining two tech packs and two production specs for what is, to the end customer, “the same” character.
The decision point isn’t which approach is more sophisticated — it’s whether your actual sales plan has one age target or several. A single-audience product doesn’t need the complexity of a split line; a character that’s genuinely selling across a gift-for-baby market and a collectible-for-adults market usually does.
How to Decide With Your Factory
Bring these scenarios into your sampling conversation:
1. Your target age range isn’t finalized yet. Resolve this first — it’s not a detail to leave open, since it determines whether safety eyes are eligible at all before any other spec conversation is worth having.
2. Your product is explicitly rated under 3. Default to embroidered eyes, and ask your factory for an embroidery sample before assuming it will compromise the look — our own experience is that the visual gap is usually smaller than expected.
3. Your product is rated 3 and up and you want safety eyes. Ask your factory directly what pull-test or torque-test data backs their attachment, and how their metal-detection process sequences around the eye washer specifically — a factory without a clear answer to the second half of that question is a bigger risk than the eye method itself.
4. Your character sells across multiple age markets. Discuss a split spec — safety eyes for the 3+ line, embroidered eyes for an under-3 version — rather than forcing one eye method to serve an audience it isn’t suited for.
The question worth asking isn’t “which eyes look better” — it’s what age range you’re actually selling into, and whether your factory can back up whichever method clears that bar with real verification rather than a name that sounds reassuring on its own.
Frequently Asked Questions
Are safety eyes actually unsafe?
Not inherently — but the name refers to the locking-washer attachment mechanism, not a blanket safety clearance. For toys rated for children under 3, hard plastic or glass eyes are generally restricted as a small-parts choking hazard regardless of attachment strength. For toys rated 3 and up, safety eyes are a legitimate, well-tested option when the attachment is actually verified.
Can I use safety eyes on a toy for children under 3 if I test the attachment strength?
