A claim that doesn’t name a gate could mean anything. A factory that runs only a finished-goods check, with no incoming-material inspection and no in-process patrol, can still accurately say “we do QC” — it just means a much narrower slice of the process is actually being checked than a buyer assumes.

Self-inspection and independent inspection aren’t the same outcome, even at the identical AQL setting. When sampling is performed by a factory’s own quality team, the incentive is to pass a shipment, not to find every defect in it.
