1. Scope Question. Is this product actually being certified as a children’s product? U.S. rules define a “children’s product” as one designed or intended primarily for children 12 years of age or younger, and children’s products require a Children’s Product Certificate (CPC) — not the General Certificate of Conformity (GCC) used for general-use consumer products. Note that ASTM F963 itself defines its own scope more broadly, as covering “toys” for children under 14; that’s a different number for a different purpose, and the two shouldn’t be conflated.

A certificate can be genuine and still not apply to the product in front of you. A CPC describes the specific product(s) it covers; a certificate written for a different SKU, a different material lot, or an earlier version of a design doesn’t transfer automatically to a new order just because it says “ASTM F963” at the top.

“Accredited” and “CPSC-accepted” are not interchangeable claims. A lab can hold legitimate accreditations from other bodies and still not appear on the CPSC’s own accepted-lab list for the specific rule in question — and only testing from a CPSC-accepted lab satisfies the third-party testing requirement for a CPC.

  • A plush toy marketed and designed for play by a young child is a textbook children’s product, and ASTM F963 is one of the specific rules a CPC for that product must cite. A Second Number Worth Not Confusing

Any toy manufactured on or after that date is expected to be tested to the current version.
  • Battery accessibility requirements were substantially strengthened in the F963-23 revision. Test parameters for batteries that fit within the small-parts test cylinder — including button, coin, and AAA batteries — now apply up to 14 years of age; the prior version’s stricter testing stopped at 8 years. A new requirement was also added that fasteners securing a battery compartment must remain attached to the toy through use-and-abuse testing, rather than coming loose and getting lost.

A lab’s general accreditation from another body doesn’t substitute for appearing on this specific list.
  • A narrow exception exists for qualifying, registered Small Batch Manufacturers, who may receive relief from third-party testing for certain requirements — but they must still issue a CPC, based on other supporting information, and must include their CPSC-issued registration number on it.   • 1. Identification of the product covered, specific enough to match the certificate to that product and no others.
